LCA Needs long-term roofing maintenance plan/contract for 8 buildings

Life Center Association (LCA) is seeking long-term maintenance estimates/plans/proposals from qualified local roofing companies. A possible arrangement could be $10,000/year + $40,000 up front, for comprehensive maintenance/replacements and initial immediate repairs at 8 residential buildings.

Plans should include:

Itemization and estimates for all immediate roofing needs, ranging from gutter cleaning and maintenance and spot repairs to possibly one or two total roof replacements.

Plan for regular inspections and updates to the roofing maintenance plan, possibly including a maintenance contract for seasonal gutter cleaning. The plan should maintain a 30-year horizon for all anticipated repairs/replacements.

Schedule and estimates for major repairs/replacements extending out 30 years. The goal is to transition from a historical approach of ‘putting out fires’ on short notice and without the benefit of long-term budgeting, to an approach where minor repairs fall within an accurate proposed budget from the roofing maintenance contractor, and major repairs occur on a pre-determined schedule and can be financed ahead of time. Some balance will need to be struck between proceeding with major repairs/replacements according to a preset schedule, vs. saving money by making these repairs ‘just-in-time’.

One possible type of proposal could be for an annual service contract that takes actual needs into account, but places the burden of all necessary timely repairs on the contractor.

The LCA will consider any proposal that has a good argument behind it, supported by estimated lifetimes of the existing roofs and for all the immediate or short-term spot repair needs of all the roofs. Contractors’ experience may indicate that a pay-as-you-go repair funding approach may be more cost-effective for the LCA.

As a starting point to get some numbers on the table, a comprehensive roofing repair contract for the eight buildings might be $10,000 per year (8 buildings x $30,000 roof replacements / 30 years between replacements), plus a one-time payment for the current cost of outstanding immediate and short-term repair needs ($40,000?).

Some assumptions are that advanced planning and scheduling control by the contractor reduces costs and allows the contractor to even out their schedule to maximize payroll efficiency; and that a flat fee for comprehensive maintenance motivates the contractor to maintain the roofs so as to minimize major repair/replacement costs over the long term. Risk for the contractor is minimized by averaging the chances of unexpected roofing failures over 8 buildings and affording the contractor initial inspections and annual follow-ups.
